SUMMARY OF RESPONSIBILITIES
This class is responsible for coordinating, planning, and managing activities that support the efficient and effective operation, maintenance, repair, security, and administration of all Public Works Commission facilities, including administrative buildings, operations facilities, and plant locations. Responsibilities encompass both facilities administration and facilities maintenance functions to ensure safe, reliable, cost-effective, and uninterrupted facility operations.
Duties include, but are not limited to, coordinating and managing predictive and preventive maintenance programs; developing specifications and administering service agreements and maintenance contracts; coordinating facility construction and renovation projects; providing technical support and problem resolution for automated building systems, security systems, access control systems, and other facility infrastructure; scheduling, prioritizing, assigning, and monitoring work orders; maintaining maintenance management software programs and records; conducting financial analysis and budget tracking for facility operations; preparing departmental budget breakdowns and reports; processing purchase orders, requisitions, invoices, and expenses; coordinating equipment replacement programs; maintaining facility maintenance records and documentation; creating and analyzing facility operational reports; administering identification badge and access control programs for facilities and vehicles; coordinating facility meeting room reservations, building access, and event support; maintaining vendor relationships and service agreements; ensuring compliance with applicable OSHA, EPA, fire, environmental, safety, and building codes; and coordinating activities with contractors, vendors, tenants, employees, and external agencies.
The employee maintains accurate records, reports, and documentation; responds to customer inquiries and concerns; schedules meetings, appointments, and travel arrangements as necessary; and performs a variety of administrative, financial, and operational support functions. This position requires independent judgment, strong project management skills, and the ability to coordinate multiple priorities simultaneously.
Work is performed under the general supervision of the Director of Facilities and Equipment Management or designated manager and is performed in accordance with established policies and procedures. On-call availability and extended work hours may be required. Performs related work as required.
Facilities Administration
Prepares and monitors facility maintenance and operational budgets, including departmental budget breakdowns and expenditure tracking.
Performs financial analysis and reporting related to facility maintenance costs, projects, and operational expenditures.
Processes purchase orders, requisitions, invoices, and related procurement documentation.
Develops, maintains, and administers vendor contracts, maintenance agreements, and service agreements.
Maintains budget tracking systems and procurement records.
Creates and maintains identification badges, vehicle access records, facility access credentials, and access control databases.
Schedules facility meeting rooms and coordinates room setups and logistical support for meetings and events.
Creates, maintains, and distributes facility operational reports, maintenance reports, and billing-related reports.
Develops and maintains records retention systems and documentation management procedures.
Facilities Maintenance and Operations
Coordinates and manages predictive, preventive, and corrective maintenance programs for all PWC facilities and building systems.
Coordinates facility maintenance, construction, renovation, and repair projects from planning through completion.
Develops technical specifications, solicits contractor services, negotiates contracts, and monitors contractor performance.
Provides technical troubleshooting, programming support, and system modifications for automated building systems, security systems, and facility infrastructure.
Coordinates work activities among contractors, vendors, maintenance personnel, and building occupants.
Schedules, prioritizes, assigns, and monitors facility work orders using computerized maintenance management systems.
Maintains extensive knowledge of building technologies, construction principles, facility systems, and regulatory requirements.
Conducts inspections and assessments of facility systems to ensure safe and efficient operation.
Coordinates equipment replacement programs and facility improvement initiatives.
Ensures compliance with OSHA, EPA, fire codes, environmental regulations, building codes, and PWC safety standards.
Maintains accurate maintenance records, project documentation, equipment histories, and cost reports.
Operates vehicles and equipment necessary to perform assigned responsibilities.
EQUIPMENT OPERATED
Personal computers; printers; calculators; communications equipment; computerized maintenance management systems (CMMS); access control systems; automated building management systems; service vehicles; vertical lifts; testing and diagnostic equipment; manual and power tools; and other equipment as required.
MINIMUM QUALIFICATIONS
Either:
(A) Graduation from an accredited two-year college, community college, technical school, or university with a degree, diploma, or certification in Facilities Management, Construction Management, Business Administration, Industrial Operations, Engineering Technology, HVAC, Building Systems Technology, Office Administration, or a related field and a minimum of three (3) years of progressively responsible experience in facilities management, facilities maintenance, construction administration, or building operations; or
(B) Graduation from high school or possession of a high school equivalency diploma and a minimum of seven (7) years of progressively responsible experience in facilities management, building operations, construction administration, maintenance coordination, or related work; or
(C) An equivalent combination of education, training, and experience as defined in (A) and (B).
SPECIAL REQUIREMENTS
Functional Employment Test (FET) .
Must possess and maintain a valid North Carolina Driver's License.
Must be able to participate in on-call assignments and work extended hours when required.
PHYSICAL REQUIREMENTS
Must be able to perform the essential functions of the position.
