General Statement of Duties
Supervise, schedules, plans, coordinates and implements a variety of recreational programs and activities for the department including supervision of the department’s facilities (i.e. recreation facilities, gyms, trails, athletics fields and parks). The Recreation and Parks Facilities Supervisor will work with internal and external customers with rentals.
Distinguishing Features of the Class
An employee in this classification is responsible for the operations of department’s facilities (i.e. recreation facilities, gyms, trails, athletics fields and parks). Work includes addressing facilities issues, maintaining facility cleanliness, and ensuring that all facilities are safe and properly maintained. The employee oversees, plans, and implements classes, camps, and other special events at these facilities. The employee supervises part-time staff, seasonal workers, and volunteers, and plans and conducts programs directly and through subordinate staff. Work requires knowledge of all facilities operations, recreation and parks programming. Employee also is responsible for ordering equipment and supplies and maintaining the safety of assigned grounds and facilities. The employee is required to exercise independent judgment and initiative in resolving problems of participants in recreation programs and using the facility. Tact and courtesy are required in frequent contacts with the public and patrons at the departmental facilities. The employee is subject to hazards of indoor and outdoor environmental conditions. Work involves administering first aid as necessary and is subject to the final standards of OSHA blood borne pathogens. Work is performed under general supervision of the Recreation and Parks Program Superintendent and is evaluated by observation, through consultations, and by review of written reports.
Duties and ResponsibilitiesEssential Duties and Tasks
- Oversees and participates in running the operations of departmental facilities; explains and interprets department, city and facilities regulations; makes regular inspections of facility; addresses maintenance and facilities issues; ensures facilities is safe and properly maintained.
- Analyzes and assesses the needs of the community and response for general recreational programs; work with staff to develop annual calendar of events, activities and facility rentals.
- Monitors the facility for adherence to department rules and regulations; assist in the formulation and execution of department rules and policies.
- Plans classes, camps and events at the facilities; works with staff to organize, select instructors, and implement.
- Works with outside groups to plan activities at the departmental facilities.
- Supervises the collection and receipt of program facility and program fees.
- Determines program equipment and supply needs; develops operations and program budget and makes recommendations for budget activities and programs; recommends and defends budget to department Recreation and Parks Program Superintendent and Director; maintains financial records and tracks revenue.
- Promotes programs and events; prepares announcements, flyers, and brochures for promotions; updates department website.
- Performs personnel management duties including hiring, training, coaching, assigning work to part-time and seasonal staff and volunteers; develops work schedule for part-time staff and monitors daily coverage; reviews and signs time sheets.
- Works with other program supervisors to coordinate and implement activities at the departmental facilities.
- Completes facilities activity records and reports.
- Assist other department staff in program implementation as needed.
- Makes periodic observation and evaluation of athletic events and games for quality of competition, proper use of equipment and facilities, and sportsmanship.
- Plans, coordinates, and reserves fields with outside groups and school agencies.
- Provides necessary liaison with other public and private groups and agencies.
- Assists other staff with preparation of RecDesk and in other marketing efforts.
- Assists in the preparation of regular and special reports as required.
- Performs related duties as required.

Knowledge, Skills and Abilities
- Considerable knowledge of principles, practices, and methods of recreational facilities, parks and programs.
- Considerable knowledge of current literature, trends, and developments in the field of public recreational facilities and programs.
- Knowledge of standard resources and materials utilized in recreational facilities and programs.
- Ability to effectively plan and execute a year round facility scheduling of rentals and programs.
- Ability to plan and coordinate the work of temporary or part time workers.
- Ability to express ideas effectively and communicate effectively in oral and written forms.
- Ability to deal tactfully and courteously with the public.
- Ability to establish and maintain effective working relationships with contractors, parents, participants, employees, supervisors, and citizens.
Physical Requirements
- Must be able to physically perform all or combination of the basic life operational functions of standing, walking, pushing, pulling, grasping, fingering, feeling, talking (expressing or exchanging ideas by means of spoken words), hearing (perceiving nature of sounds by ear), and performing repetitive motions.
- Must be able to perform sedentary work exerting up to 50 pounds of force occasionally; and/or up a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. This position may require more than normal movement and activity due to the nature of the work.
- Must possess the visual acuity to prepare and analyze data, operate a computer terminal, do extensive reading, utilize measuring devices, and inspect work of others.
Desirable Education and Experience
- Graduation from a four year college or university with a degree in recreation administration, physical education, or related degree and some experience in recreational programming; or an equivalent combination of education and experience.
- Considerable experience with program budgeting, supervising and program planning.
Special Requirements
- Possession of a valid North Carolina driver's license.
- Possession of or ability to obtain First aid, CPR and AED certifications within 6 months of hire.
Preferred
Possession of or ability to obtain a valid North Carolina commercial driver’s license with passenger endorsement.
