To provide oversight and direction for the land use planning, local government coordination and real estate acquisition and management needed to ensure the availability of schools when and where needed.
QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Florida statutes and administrative rules as it relates to growth, school planning and concurrency requirements; general knowledge of real estate principles and practices and closing processes; thorough knowledge and experience in land use planning and entitlement requirements and procedures, local government structure and processes; and knowledge of issues related to school planning and siting. Demonstrated ability to evaluate sites and make recommendations regarding acquisition or sale of properties; plan for development of individual parcels or complex parcels with multiple uses and coordinate due diligence. Demonstrated skill and ability in negotiating and coordinating permitting and development approvals for use of sites with local government; effectively organizing and presenting information and recommendations in a concise, understandable manner to large targeted audiences including local government boards and commissions and diverse community groups; working and communicating effectively with people to focus resources (both human and financial) toward the achievement of district identified desired ends/results. Effective problem-solving and communication skills. Demonstrated skill and ability in the management of subordinate staff and outside consultants performing land use and real estate management activities. Skilled in the review of contracts and legal documents to ensure that the organization’s objectives are preserved. Knowledge of public-school organization and public administration processes is desirable.

PERFORMANCE RESPONSIBILITIES:

* With and through staff, manages all functions and services in facilities planning and real estate management consistent with district goals.
* Identifies potential real estate sites and oversees negotiations with third-party sellers for the acquisition of real property to meet the needs of the District’s Capital Improvement Plan.
* Directs negotiation of real estate purchase and sale agreements for the acquisition and disposition of real property for educational and ancillary facilities.
* Coordinates the preparation of all contract documents related to the real estate purchases and sales with designated legal counsel. Reviews completed documents to ensure that the agreement accurately reflects the previously negotiated requirements
* Directs the negotiation and administration of all lease agreements, development agreements, long-term facility use agreements or joint use agreements with third-party users or local governments.
* Drafts applicable agreements using standard forms or marks up existing agreements for renewals. Coordinates with District counsel for completion of final agreements.
* Directs the capacity enhancement and school concurrency review and mitigation processes to ensure anticipated residential developments mitigate for intended school impacts. Supervises the preparation of the various documents implementing the agreements.
* Oversees monitoring of impact fee collections and coordinates periodic updates to impact fee rates.
* Supervises the preparation of Board resolutions for land planning, real estate, facility use and joint use contracts and agreements requiring Board approval. Briefs Board members on recommended actions in advance of Board action when required.
* Serves as liaison to Orange County and the local municipalities to facilitate the interests of OCPS and Facilities Services, including attendance at periodic meetings with County and City administration and meetings with County/City commissioners/council members.
* Directs development of all easements and development agreements for access, utilities, traffic-control devices, and temporary construction.
* Oversees the entitlement approval process for all existing and future school sites; represents the District at local government public hearings to gain necessary approvals.
* Attends community meetings related to the entitlement of future or existing schools and design/construction community meetings, when necessary.
* Directs the facility rental process and prepares facility use addendums required for specific users as necessary.
* Develops plans and identifies district goals for each department for which he/she is responsible.
* Plans and directs a system of feedback and assessment of the services provided by the planning and real estate teams as perceived by users of those services.
* Directs, supervises and evaluates the performance of each manager reporting directly to him/her in terms of holding them accountable for productivity in achieving district goals.
* Implements programs for quality assurance, process improvement, and productivity enhancement.
* Provides leadership direction and motivation to the planning and real estate organizations.
* Ensures adherence to policies and procedures.
* Facilitates communication between supervised departments and other internal and external entities.
* Coaches and/or mentors subordinates.
* Promotes and provides staff development opportunities.
* Ensures adherence to schedule, budget and established financial controls.
* Coordinates with other operational departments to ensure minimal impact to educational programs.
