Position Summary
Under the general supervision of a Facilities Services Supervisor or Lead Plumber, the Plumber (Unlicensed) performs skilled and semi‑skilled plumbing work to support the safe and reliable operation of building systems across the University of New Orleans campus. This role contributes to the installation, maintenance, inspection, and repair of plumbing infrastructure in academic buildings, residence halls, dining facilities, athletic venues, and administrative spaces.
Work is performed in compliance with university standards, applicable codes, OSHA and safety regulations, and State Civil Service requirements. Tasks requiring a licensed plumber are completed under appropriate supervision.
Essential Duties & Responsibilities

1. Plumbing Maintenance & Repair – 35%
Repair leaks in water, waste, and vent lines.
Replace or repair valves, faucets, flushometers, traps, and other plumbing fixtures.
Clear clogged drains and sewer lines using augers, jetters, or hand tools.
Diagnose and correct pressure, flow, and temperature issues in campus plumbing systems.
2. Installation & Construction Support – 25%
Install plumbing fixtures (toilets, urinals, sinks, water fountains, water heaters, etc.).
Assist with piping installation during building renovations or capital projects.
Measure, cut, thread, solder, and assemble PVC, copper, cast iron, steel, and PEX piping under direction of a licensed plumber when required.
Support contractors and project teams as directed.
3. Preventive Maintenance – 15%
Conduct routine inspections of plumbing systems in assigned campus zones.
Maintain grease traps, sump pumps, lift stations, sewage systems, and storm drainage infrastructure.
Assist in testing and upkeep of backflow prevention devices.
Document findings and recommend corrective actions.
4. Work Order Response & Campus Service Calls – 15%
Respond to routine, urgent, and emergency plumbing service requests through the campus CMMS.
Coordinate water shutdowns, ensuring notification and safety precautions are followed.
Participate in flood response, pipe break containment, and mitigation efforts, especially during severe weather events common to the New Orleans region.
5. Safety, Compliance & Documentation – 10%
Adhere to OSHA and UNO safety procedures, including proper use of PPE and safe lifting practices.
Ensure repairs meet plumbing codes and university standards under supervisory oversight.
Maintain tools, equipment, and mechanical rooms in clean and safe condition.
Accurately document labor, materials, and job status in the computerized maintenance management system (CMMS).

FUNCTION OF WORK:
To perform highly skilled, technical installations, repairs and modification to all plumbing systems including above and below ground, low and high pressure steam, gas and water systems for a large state agency complex, using multiple trades skills (plumbing, welding, insulating, pipefitting).

SUPERVISION EXERCISED:
Lead worker over Plumber/Pipefitter and Apprentices.
JOB DISTINCTIONS:
Differs from Plumber/Pipefitter Foreman by the lack of responsibility for supervision and administrative duties over a plumbing unit.
Differs from Plumber/Pipefitter by performing more difficult tasks and by assignment of lead worker responsibilities.

Performs repairs, troubleshooting and modification to above and below ground systems including tunnel installations.
Performs repairs on high and low pressure gas, steam and water systems.
Performs repairs and preventive maintenance to domestic and commercial hot water heaters and boilers to insure they are within code and insurance specifications.
Works from and with complex plans and specifications.
Installs and repairs steam regulators, steam traps and relief valves.
Assembles various metal and plastic pressure and sewage piping using threaded joints, soldering techniques, clamps, bonds, leaded joints, etc.
Performs work in all phases of insulation and welding.
Repairs fire mains and installs kicker blocks and valves according to specifications.
Performs other related work as directed or required.
Repairs, replaces and maintains steam sterilizers.
Calibrates and adjust controls on steam and hot water sterilizers.
Maintains and installs medical air lines, vacuum lines, nitrous oxide and oxygen systems.
QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been on-the-job experience:
Three years of experience or training in pipefitting, steam fitting, or plumbing.
